Description: 

Due to the increasing number of students at the St. Pölten University of Applied Sciences, the City of St. Pölten intends to expand the new building that was built in 2007, by adding around 14,000 m² GFA (“2nd construction phase”).

The new extension will include teaching and learning rooms, offices, laboratories, a kitchen, a cafeteria, a library and an event area. The lot south of the existing University building was made available as a building site for the new extension. The existing University building (“1st construction phase”) was awarded as part of a Life Cycle Model (joint award of design, construction, financing and facility management / facility services).

With regard to the expansion (“2nd construction phase”), a model is sought that provides for a large part of the building-related services to be provided jointly by a Contractor, thus continuing the idea of the Life Cycle Model and relieving the Client of tasks that are not part of his core business. INGOB.ZT supported the Client in handling the Life Cycle Model in all project phases, in particular during procurement of services for implementation.

The project management services for the 2nd construction phase are divided into 3 parts:

  • New building as an extension to the existing University building
  • Adaptation of the existing University building
  • Parking lot

Scope of Services:

  • Project management:
    • Organizing project structure
    • Organizing decision making
    • Architectural design
    • Laboratory equipment, kitchen equipment, cafeteria, library
    • Coordination and cooperation with the local authorities in respect of the building regulations and construction permit
  • Management of costs:
    • Monitoring the budget and expenditures
    • Budget forecasting
    • Financial reporting
  • Management of deadlines:
    • Overall time scheduling and monitoring of deadlines
    • Supervision of milestones
    • Proposing solutions for overcoming delays
  • Project monitoring and reporting:
    • Quarterly reports on progress and risks
  • Procurement management:
    support and supervision of tenders (construction works, technical building equipment, furniture), as follows:
    • Advising the Client on the tender strategy
    • Advising the Client on the tender documents, draft contract, procedures and forms,
    • Controlling technical specifications
    • Monitoring the tenders for the Life Cycle Model (joint award of design, construction, financing, as well as facility management / facility services
    • Support to and supervision of tender evaluation procedure
    • Assistance in drafting contracts for the awarded contractors
  • Contract monitoring:
    • Overhead monitoring of costs
    • Managing of deadlines of all construction companies and suppliers
    • Anti-Claim management
    • Risk management
